Most PDF jobs are small: joining two files, sending three pages out of forty, adding a signature, or blacking out an account number. These tools handle them in your browser, which matters when the document is a contract or a copy of your ID.
Which tool do you need?
Two limits are worth knowing. A PDF protected by an opening password has to be unlocked before you can work on it. A scanned PDF is really a set of pictures, so there is no text to copy until it has been through text recognition.

Is a signature added here legally binding?
A drawn signature is an image, not a certified digital signature. Whether it is accepted depends on the recipient and on local law, so check first if the document is important.
Why can't I copy text from my scan?
A scan contains pictures of pages instead of text. Convert the page with PDF to JPG, then read it with Image to Text.
