Free online photo tools
Many photo jobs do not need an editor: getting a picture under an upload limit, cropping it to a set shape, removing the background, or hiding a face before you post. Each tool here does one of those jobs and runs on your own device.
Which tool do you need?
The order of your edits matters. Crop first, then resize, and compress last, because each step works from what the previous one left behind. Keep the original until you are happy with the result.

Questions
What is the difference between resizing and compressing?
Resizing changes the number of pixels, so the picture gets physically smaller. Compressing keeps the dimensions and lowers the file size by storing less detail.
Will a document photo made here be accepted?
Rules differ by country and by office. Check the official size and background requirements before you print, and treat the tool as a way to meet those rules, not as a guarantee.
